故事发生在瑞士，菲舍尔正处在州立警察的试用期，他的长官博默尔是一位老派严谨的警察，他们两个人的工作是每天调查那些申请加入瑞士国籍的人是否合格，申请者有医生，甜品工人等，初出茅庐的菲舍尔爱上了同为申请人的舞蹈演员瓦库里克小姐，究竟他们是否可以成为一名真正的瑞士公民呢？Foreigners who apply to become Swiss citizens have no easy task - especially when the police lets Bodmer loose to check upon their background, their integration in the society, and the possible danger they represent to the orderliness and cleanliness of the country. Bodmer gets a new assistant to help him corner unsuitable applicants. Very soon, a couple of conformist German physicians, a pretty Eastern European dancer, and the inevitable (and politically troublesome) Italian immigrant and his family start shooting themselves in the foot in their attempts to get the red passport with a white cross.
