Plot Summary:By an invitation from the Russian government, Harm, in an advisory capacity, goes to Russia to help in reforming the Russian military law and its administration; however, local Russian officers in the field do not see the value of the reforms wanted by those in Moscow. In a court-martial Mac and Bud prosecute a Naval officer accused of espionage by selling sensitive classified information to a Russian agent; a jarring event interrupts the trial, and Webb enters the picture.
